9.8 PEE is STEAM problem almost ready to give up

I'm starting a new thread because now it's a new problem. It's a merc 9.8 which I have changed the exhaust gaskets on the side of the motor and I have also changed the impeller and the pump housing. While the motor was apart and the side cover off I cleaned out the water passages well using compressed air and a thin wire. Stuff came out the flush hole and such and I for sure thought it was gonna pee good. Put it all back together and tested it in a big barrel. Didn't pee right away but after about a minute a weak stream started to come out. I proceeded to take the hose off that goes to the pee hole and using the hose I forced water back down into the motor. Still the pee is not strong!

1. After a couple of minutes the pee starts to turn to steam and is almost non existent.

2. I noticed that when I tilt the motor out of the barrel and spray water into the motor through the hose for the pee it seems to come out of the foot near the prop, where I would expect it to come out near the water pick up. Is that normal?

3. The motor also seems to run great but I'm pretty sure it's not getting enough cooling as when it has been running for a few minutes it will start to act almost like it's missing to fire here and there and then eventually it will stall and is hard to start again until you let it cool.

Sounds to me like your pump is not working right, causing the motor to over heat. This would cause the pee hole water to turn to steam. Hope you haven't hurt it already. Check the poppit valve(water pressure relief valve) If you have a manual it will tell you how and it is easier than me trying to do it here. Have you ran compression on it.

Compression is good enough around 120 psi per side.

Where is this poppet valve are we not talking about a thermostat. There is no thermostat in this motor at least there never was. I'm just trying to fix this for a friend so I don't have a manual originally it was just suppose to be a water pump impeller change but when that changed nothing I'm not sure how I got so involved.
