9.8B tohatsu prop issue. (whine with new prop)

I changed props from the stock 8.5" X 9" pitch prop to a 8.9" X 7" now i get a high pitch whine at about 1/4 throttle and no where else. any ideas what it is? If i put the stock prop back on it goes away.
