First place to start troubleshooting is the ign coils.

You got a model# to go with that motor?

Re: 9.9 4 Stroke ignition problems

Could that be E10R4EEB? if so its 1999 9.9 w/elec. start.

The reason I asked is after finding the diagram using that model#, I don't have clue how to troubleshoot that thing

Have you tried swapping plug wires to see if you've got a bad plug wire or ign. coil assembly?

Switch the wires and see if you get spark on the bottom and lose it on the top.

Post results
