pontoon boat 9.9 does fine at idle but when throttle it up stops moving, motors revs fine but prop doesnt push, only when idling, never hit anything so didnt think would be shear pin

You might of spun your prop. My 66' did that, ya ever accidentally tried to go in gear with the prop in the sand or muck? Even though your shear pin visually looks good, check the rubber bushing that goes between the inner and outer prop assy. There might be evidence of little rubber dingle-berries there. It's kinda hard to tell cause the water lubes it.

how do u change prop hub at home?

You can have a prop shop do it. I find new and used props on cl for as much as the shops charge for a hub replacement though. Just depends on the shop . I think when I spun my hub I put my lower unit in gear and could actually turn the prop without the engine turning

If you have the proper press to do it sure you can do it at home but ordinary tools aren't going to get it.
