Sounds like the nipple may be worth removing temporarily. I think you probably need a carb. kit and a very good carb. cleaning to sharpen things up. Best of luck. Rick.

If you go to the start of this forum & click onto FAQ, then down near the bottom are my articles on 9.9/15hp OMCs. Go to the water circulation article, or http://www.sschapterpsa.com/ramblings/water_circulation.htm Here I have come up with a solution for the continually plugged water tell tales.

Yes, it also sounds like you have debris in the carburetor & it needs a cleaning/rebuild.

There are actually three circuits in a carb. 1. You have the idle circuit. 2. At midrange little less that half, the intermediate portion comes in. WOT high speed circuit takes over. If low and or high speed is not plugged and the intermediate is, you will have a hesitation. Clean carb and reinstall. Good luck and post back your results.

also the idle speed knowb on the side has no effect, so i adjusted the throttle cable at motor so it will sit n idle when lever is all the way down,

Overhaul the carb. If your turning the low idle jet and nothing is happening, Your carb has issues. Get OEM kit and rip in to it! Hence,(GETTER DONE)!

Re: 9.9 evinrude 1985

Thats what its supposed to do! Start out at 1.5 turns. Now between tiller handle and low idle jet, get it to its lowest rpm in gear without dieing. After you reach that point, turn low idle jet out 1/4 turn and leave it there. Thats it, your done! Post back and let us know.

Re: 9.9 evinrude 1985

the only way i could adjust it to idle was the throttle cable, has a ring nut like, i turned it and the idle got higher so would sit n idle, the knob on side seemed to only kill it when all the way in, turn it out some it would stay running but not idle, so i adjusted the cable

SPARK PLUG, Champion L77J4. go back to post # 12 for adjustment low speed. I may still be possible a carb overhaul is in order. If your going to run seafoam, do that first before you change plugs. Post back and let us know how you made out!

Re: 9.9 evinrude 1985

yes post # 12 of RE: evinrude 1985
It will tell you how to adjust or readjust low speed jet.! One thing you might want to do after thinking for a moment. Pull the low speed jet completely out and look at the end of it. Check tip if broke, bent or? should be tapered and smooth. Post back and let us know. The reason I say this is you mentioned turning it in all the way and sometimes people have a tendency to over tighten and thats not a good thing.
