9.9 evinrude not running full speed

So 2 days ago I thought that I fixed this but apparently not. Well the story is that a 9.9 Evinrude will start up and idle great, it will rev in neutral just fine but when it goes in gear it bogs and puts out a lot of white smoke.

Last time some people said that it could be a head gasket what would be the best way of checking? Also if it is would I have to get the head milled or just check that it is flat?

compression check, white smoke usually means water intrusion into combustion chamber. could be coming for head or exhaust gasket, worst case cracked block.

Compression check will tell you a lot to begin with.

Well the top is at 85 and the bottom is 95. Not that good. What do you think my best course of action is? I see a service manual and supplement in my future.
