^^good point on the choke rod. Set the idle mix needle to 1 1/2 turns open (initial setting).

The compression on my mid-’80s 9.9s is in the 120s, but 100 is probably enough to get it to fire up and run. I think you mentioned new electronics. If that included a new power pack, you might reinstall the old one and try that — possible the new pack is defective.

Step 1 check compression
step 9 why didn't you check compression?

with plugs in turn flywheel by hand...you should feel two distinct bumps as pistons reach top dead center...no bumps? remove head and inspect. also when near tdc if you wiggle flywheel back and fourth you should hear reed squeak (don't turn flywheel backward too far and risk damaging impeller)

Did you disconnect stop switch?

Could be a case in which the ignition output is good, but the plugs aren't firing. Maybe the plug gap is set too wide(?) Believe the oem plug is a Champion L78V, gapped at .030.

L78V would be gapless

OP says this is a new-to-him motor....but has it ever run for him?

At this point I would remove a plug and squirt a bit of premix into the cylinder.
Quickly replace plug and give it a pullover.
If it kicks over, I would look at a reed issue.

Sorry. I was at work for the night and couldn't get back to you guys. Doesn't a spark board accomplish this same test? I haven't tried grounding the plugs yet.

The ignition may be fine, as shown by your testing -- but plugs may not be firing. Just for grins, you might try the old set.

Spark board verifies ignition is firing, testing with plugs in boot grounded verifies plugs are firing.
