9.9 gamefisher upper water tube leeking?

I dropped the lower unit of my 9.9 gamefisher to replace the water pump. I then pumped water into the water tube to check for any clogs and saw a lot of water coming out of the area where the upper water tube meets the power head. is this normal? I am new to outboards but think this is not good. If the upper seal needs to be replaced do I need to remove power head to do so? also will i need gaskets when reinstalling power head???
