9.9 johnson overheats in low 1994

Hi great site newby here,
I have a 1994 9.9 johnson when i am in gear just idling or very low engine speed will sound overheat alarm. When i am throttled up no problem. Searched the site here and took some advise. Changed the impeller with a kit and also changed out the thermostat bought engine last year and issue may have come with motor don't know. Last owner had sitting for 3-4 years before i bought it, changed plugs and wires and rebuilt carb seems to run and idle fine except for this issue. Any suggestions or next steps greatly appreciated.

Is it still getting hot afte you changed the impellor and t-stat?

YES still getting hot in low when i am just idling arounf in forward gera.
Even tested old thermostat and it was opening at 160 degrees but put new one in anyway because of age problem still exsists.
