9.9 manual tilt/run mechanism

My 1982 9.9 is running great (thanks to this forum) so now I am working on getting the tilt/run lever and manual tilt mechanism to work again. I have multiple issues and would really like to see some kind of description of how all those loaded springs and levers that are buried on the transom mount are supposed to work. The Clymer manual is worthless on this.

My issues:
(1) the tilt run lever is frozen -- PB blaster and smacks with a 2x4 aren't helping
(2) related to (1), the motor tilts up when put in reverse which probably means that the lever is stuck in tilt mode.
(3) There is a thin metal bale below the transom mount that has to be pushed out of the way to get the tilt angle close to right for running-- this can't be right but I don't see where it belongs.
(4) related to (3) -- the motor when down has too much tilt.

Any ideas? Is there a parts blow up somewhere that might explain the mechanism a bit? Where do I start to dismantle the thing (something I dread since i can imagine springs flying everywhere!

I think the bail you're taking about is supposed to latch onto the rod that sets your trim angle.....that's how my 72 25hp is anyway....does your motor have that rod?

Thanks garzilla, Yes, I have that rod but for reasons I don't recall, it was removed -- probably because the bale was stopping the full down position from being reached (I do realize that the rod/hole position allows the angle to be adjusted.

The rod must be in place for the unit to work. There has to be a reason for it not working. Get yourself a bright light and just work it up and down while studying the mechanism. I would think you will eventually see the problem. Here is a parts breakdown of the unit. I know the unit is locked when running and should hold the leg down when your in reverse. If you hit something hard enough with the leg the leg should break free of the lock and rise up rather than tearing your transom up. I know it works cause I hit a submerged rock with my 82 -15 HP last summer and the leg came right up to the water surface and then back down. Really scared me bad but the gearcase was fine and only had one small notch in the prop. Best of luck. Rick.

Thanks Rick for the blow up diagram located in the exhaust housing section on the website that you provided. I will take you advice and try to work out what should be happening and also try to free the tilt/run lever.

Your most welcome. Pay special attention to parts that might be missing and/or bent/damaged. Had a look at mine (it's been a while) and the lever is down for running and up for tilt. Stop beating on it as that will only cause you to spend more money on parts. LOL. I do remember having one that would not lock very well and I had to put a little extra offset bend in the wire to take the slack out of it. It was the long wire that goes down to the lock. I haven't had one where the tilt/run lever is stuck. Rick.
