Just so that you know. I have a 1975 9.9Hp Evinrude and when I fire it up, it does take a little time for water to spray out the exhaust relief hole. I am pretty sure it doesn't take 2 minutes (more like about 30 seconds) but compared to my other motor (1961 5.5Hp Johnson) which shoots water out instantaneously upon start up, I have noticed a delay with the 9.9Hp. I believe the reason for this is that the thermostat on the 1975 9.9Hp needs to open a little before water passes out the relief hole. As you run the motor you will notice the spray increasing and decreasing from that hole as the thermostat opens and closes. I assume this is normal operation, because mine has been running like that for years and works great.
