I made some fuel sustem repairs to the motor. set it on a stand with muffs. I cranked the motor made sure it ran alright, the pump was pumping. Today I went out to double check my repairs and be sure its ready to go. I ran the motor for 5 to 10mins and the pee hole never peed. I got below freezing last night, It was in the low 40's today. Im a auto mechanic and im baffled. surely this thing doesnt have a thermostat. There was some steam coming out of the pee hole after it ran for a while.

Yes it will have a thermostat, perhaps not if it is a dinosaur.

Steam coming out of the pee hole indicates no water flow. You should get water (warm) regardless of whether the thermostat is open or closed.

Normally one would say check that the pee hole is not blocked but with steam coming out it cant be.

Did you make sure the drive pin on the impeller was properly located/inserted?

You shouldn't be running it 5-10 mins if no water is coming out pee hole! Hope you havent cooked it! 5-10 seconds is more than enough with no cooling.

I have not put in a new impeller. last time I was on the water it pumped fine. I cranked it on a stand and no water came out the telltale. After running for maybe 10 mins I could still lay my hand on the head without burning my hand. The next time water pumped out. I think there may be something obstructing the flow. Then today I went out to try it again and there was some black thick oil under the motor. It looked like it was coming from behind the prop. It had no gear oil smell. Maybe it is some goo that ran out of the exhaust???

That back oil is simply unburned oil that has gone through the engine. Perfectly normal. The thermostat is downstream of the pee hole so the pee hole will displace water whether the stat is open or closed. At the ambient temperature you mentioned the steam coming out the pee hole was probably just condensate vapor, not really steam. I have/had an 82 15hp and it pumps fine but I have always tested it in a barrel rather than muffs. With muffs it would seem to me the water pump could be missing the impeller and you would still get good circulation via the hose pressure. Bottom line is if it is pumping in the lake or in the barrel and you get water out the pee hole I would not think you have a problem. Impellers do need replacing from time to time and the thing is so much cheaper than the repairs caused by it not working that 2 years seems like a reasonable amount of time to replace it.
