My 1993 Johnson 90 hp won't idle down when you click it back into neutral. Heading in today and almost rammed the dock when I tried to throtle down to idle. Had to turn off key to stop motor. The throtle felt stiff like it was binding so I checked it out and all is well now. The motor still won't idle down though even after I take it out of gear. I don's see anything binding on the linkages or the carbs. It just won't go back to idle. When you put it in gear the throtle cable moves the black thing i'm pointing too in the pic forward and the engine rpms go up like they should. When you pull back on the throtle that black thing won't move back with the cable. Is there a return spring some where that may have brocken? Is that black thing supposed to be fixed onto the brass cable end so they move together? Thanks for any help.

This pick shows the throtle in neutral with the brass cable part back to it's place but the black plastic part is still in the open position after taking it out of wot.
