90 hp wont tilt all the way

93 johson v4 90hp. Tilt won't go all the way up. Will not go high enough to engage the tilt lock. If I push it up with the release screw out,, next time it won't raise high enough to get the tilt lock( prop arm) off. Then I have to manually pick it up with the realse screw out..

Is it low on fluid?
Where is the fill hole?
What is the fill procedure?

I took a plastic plug out of the tank looking thing and fluid leaked out so that must be full or not it.

hey nightflight.. i sent you a private message. im new to this forum and still figuring it out. sorry but i dont know the answer to your trim tilt problem...my works well.. pretty clean but the backside was a bit rusty i noticed.
