90 johnson 40 hp vro

hi all<br />i just came back from looking at a 1990 johnson 40 vro model# CJ40ELESR. owner has receipts from new. smoked a fair bit but was told that was fogging oil from last fall. he said this year hp was taken at the prop, making it equivalent to an older 55 hp. any comments on this motor are appreciated

smoke could be from fogging, can you do a compression test?
