90' Mariner 40hp - Starts but no Power

My 40hp dingy engine started fine and will continue to run in Neutral on high RPM. It will not idle or run while in gear. The engine ran like a top at the end of last season. This problem occurred during initial season start-up. Is it bad fuel? Choke? or something else?

Is the vent open on the tank? Does it have an inline fuel filter that could be clogged?

If you did not use fuel stabilizer during layup, I would suspect a fuel problem and/or clogged carbs. Try hitting the choke/primer and see if the motor picks up. Also try pumping the bulb and see if that makes a change...Do not run the motor in neutral at high RPM's unless you can afford a new one....
