90hp FICHT skip

I have a 99 90hp FICHT that has delevoped a skip that is getting worse. I am know the fuel filter has not been changed recently, but was curious if this would be my starting point? I assume this is on the front of the engine and looks like a oil filter. The other thing I have noticed since the skip has increased is the engine is using hardly no gas. Any help would be appreciated.<br />Thanks

The filter's easy and it can't hurt, but I'd also be looking to plugs. Manual calls for changing them every 100 hrs, but I never got much more than 70 with mine. Proper gap and indexing are important.
