90HP Force year

have a 90 hp force outboard,think its a 1990 year model,,,but dont know,,,would like to buy a shop manual ,serial number#900-817608-C ,found on the top intake manifold of the block,

Sorry, that is not the serial number, just a part number.
The serial number could be in one of two different formats.

It could be a 4 digit number and a model number like 906A90B.
With this format, the model number tells the year.

With the other format, the serial number will tell the year, example : OE0008646

During the years 1989-1991, Force used both formats, just to confuse us.

yes,,,same motor, Have you found a seral number exept the one printed on the tag at the transom mount?? Mine is faded away

I personally have not, mines also gone.
Although check that thread that I linked to, it has many tips on identifying motors.
