90hp mercury 4 stroke won't start

I have a 2002 mercury 90hp 4 stroke pontoon , my old fuel line had the plastic film that made to the filter housing. I left the old fuel from last year and that could be also related to problem . Here a list of stuff I've done :
new fuel lines and bulb
new spark plugs
replaced blown fuse from motor compartment
new battery
new fuel filter
new fuel with stabilizer
drained carb through little screw
