I can't see the video's at work but I would say the float is stuck open on the carb if it is doing that.

It is hard to tell if it is leaking from the throat of the carb or the brass main jet plug. The brass plug is supposed to have a gasket on it. If leaking from brass plug, replace the gasket. If leaking from the carb throat or throttle plate rod, tap the float bowl with a plastic screwdriver handle to free up the float. If that doesn't free it up, you will need to remove the carb bowl cover and investigate the condition of the float, inlet needle and seat, and replace necessary parts.
