Make sure your throttle linkage is opening the carbs all the way. Make sure the timer plate is advancing with the throttle. You can watch the linkage move without even starting the motor. If all is well there, then go to the basics, Compression, fuel/air, spark.

If it peaking out at 2500, it is going into SLOW, you could have a faulty heat sensor that is doing this. Are you getting a warning horn?

There are two stainless flat head slotted screws (or plugs) on the gear case for the oil in the gear case. The lower one is low and towards the front and is used to check and drain the oil. The other is above and on the side and used as a vent when filling the gear case. There is an o ring that must be replaced each time you open these. There also is a Phillips head screw in the lower unit. Be careful NOT TO take this out as it is for internal parts in the gear case. Often they are difficult to remove and tend to bugger the slot in the head. The way to avoid this problem is to use an impact driver to loosen the plugs.

Go buy new plugs. They take allen wrenches now instead of screwdrivers.
