'91 200hp mariner reed questions

I have apart a 200 mariner '91 serial OC273742 and have some questions about the stainless reeds. They are 5 pedal horizontal, most lay flush, some are open. The manual says not to turn them over. How much gap is acceptable? There are no reed stops.

I have a seloc manual and it says .06 from the stop, there is no reed stop. And I have people telling me you can flip them over, but the book says not to because it would mess up the mixture if too tight preload. So, I'm kinda lost. Thank you
