ok i think i found the source of the problem. The primer solenoid is cracked on the top. There are 4 screws that attach the top piece with the red lever and two fuel lines going to the manifold. I called the shop and it runs 160 dollars for the solenoid. I am not sure if i can buy the top piece seperately since the solenoid still appears to be working. Does anybody know where i could find the top piece so i can save some money?

Call ProMarine (promarineusa.com). They are showing the plastic cover (pn 341), gasket (pn 1297), and schrader valve (pn 175) as separate parts. Very reasonable. I would call them and see if they have some sort of kit.
