I just rebuilt the cylinder and did the lower and raise, refill process about 15 times to remove the air. It was working on my vise when cycling the cylinder up and down using a battery pack. I installed it and now it will not raise the motor without me assisting it while holding the trim switch up. The switch and motor is working and it will hold the motor trimed up after I get it up, so that should rull out the cylinder leaking. Any advice. It will lower the motor fine after I assist it up.

It was working fine before the rebuild/reseal, it had just developed a leak at the top of the cylinder. Do you think that when I was running the trim motor before the rebuild low on fluid could of messed the pump up?

Fluid is probably getting around the manual release valve, loosen it and re-tighten to 45 inch lbs, ( thats very tight with a big screwdriver.!)

I never touched the manual release valve when installing the seals, could it still be out of adjustment if it was working before? I thought the manual release valve only gave you problems lowering the motor. I really hope it is not the pump due to those being 300 bucks.

When I pick up and down on the motor manualy, I can move the piston 3-4 inches without running the trim and it feels real mushy. Does this indicate I still have air in the system? Do you think that putting the trim unit on the motor and lifting and lowering the motor with a load has pushed some air out that I did not bleed out when I refilled it on my vise without a load?

Its self bleeding, cycle up and down a few times and top off with fluid.
If you did that already...

Same answer, fluid sounds like its bypassing the high pressure side via the manual release valve.
