My boat has done this for years and now my buddies are finally pressuring me to fix it.

It is the VRO protection warning system but is pretty faint, almost annoying faint but we can hear it, in fact if i raise or lower the trim while running it goes away.

The chirp is consistent with how fast were going too, not the steady 1 second beep i've researched.

I'm thinking faulty warning horn sensing voltage or a possible grounding problem.

I've owned the boat and motor since new and am at a loss as to what it could be.

It almost sounds like the steering needs greased kind of chirping, not alarm horn but it is the horn.

I'll try to disconnect the Tan wire and see if it's sensor related, other than that any other thoughts?

The same signal that runs your tachometer (gray wire) is also sent to the VRO2 via (gray wire) and is part of the system. The fact that you are getting the signal at the horn indicates a grounding problem as you say, but I would confine the search to the VRO and the harness.
