'91 Johnson 60 bad low RPM performance

My Johnson 60hp is hard to start and runs very poorly at idle and low rpms. I've also noticed that the primer bulb is is always mushy and does not seem to pump up firm. Tank has adequate venting. Once I get it started and into gear it sounds as if it's loading up or not firing properly even with a new set of plugs. When it hits 2000-2500 rpm it clears out and runs fine. It has about 100 hours since rebuild, but it did sit for 6 months before initially being used. I'm thinking my problem is carb/fuel system related. Sounds like after sitting for 6 Months, your float needles are sticking open, causing your bulb to not firm up and run rich on the low end. Remove the Carbs and clean with Marine Carb cleaner. Should be good to go after that.
