Yes, that is what the choke is for. When the motor is cold, it needs a richer mixture to start. When the motor is warmed up, in generally does not need the richer mixture and thus no choke needed.
BTW, on this engine there is not a "real" choke. It's called an enrichner and, when actuated, it draw the fuel/oil mix from the top carb bowl directly to the crankcase.
