'92 15hp Johnson Bogging down

Ive got a 1992 Johnson 15, its a great runner but lately have been having some bogging issues coming out of idle, and some starting issues when it dies. Sometimes it will run great, but the problem is there.. I have put new spark-plugs recently & impeller, and just sea-foamed it with little to no help. I am thinking to buy a new fuel pump, or try rebuilding the carb, or new fuel lines/connectors all the way up.. Running 50/1 87 octane gas, fresh. Any help?

You know the routine,
compression test,
spark test with a gap checker set around 7/16th inch gap,
check timing...
if it passes those then it will likely be fuel (carb rebuild).
