this motor seems to run fine out of water, but when boat is in water it wont excellerate. if i hit the choke intermittently it will increase throttle slightly, please help, i dont know jack about boats

need more info.........Are the linkages opening the shutters on the carbs??? Is the linkage for the trigger plate working? Is the engine in time? All of us need more data like this............
