92 OMC 4.3 Cobra stalling issue

I have a 1992 OMC 4.3 Cobra that runs great at higher speeds, but when I idle, or try to go below 1500-2000 RPM's, will stall. When the engine is over 2000 RPM, then is brought to a lower speed, the engine sounds rough, and then will stall out. I have done a full tuneup kit, and replaced the fuel filter, but no luck so far. Boat ran great last year, and has only had these problems after having it winterized last fall. Any other suggestions?
