93 115 Evinrude flooding

My 115 Evinrude floods to the point that I can't turn the engine over. I pull the plugs, clear the engine, disconnect the fuel line and she will run until the internal fuel is exhausted. I can reconnect the fuel line and the motor will run for about 15 seconds at 3000 RPM and then it will rapidly die. If I try to start it for about 20 seconds, then the cylinders load up again. <br /><br />My questions: Can one sticking float cause these symptoms? Can a defective fuel pump cause these symptoms? My tank is higher than the engine.<br /><br />Thanks in advance for any help

JW,<br /><br />It's time for a complete carb. rebuild-both of them.<br /><br />It's not difficult and will cost under $100.00 for parts.

Hi guys,<br /><br />Thanks to DJohns for his response. The carbs were the problem and my motor now runs like a new one. The main problem appeared to be the float bowl gaskets. BUT, I have a new problem. My alarm indicates a fuel restriction ONLY between 3500 and 4500 R's. At WOT (about 5000 R's) or below 3500 R's, the alarm will not sound. Is there a mid-range orfice that may be restricted?<br /><br />As before, thanks in advance for any help.
