93 15 hp wont start

the 15 hp motor i bought, has issues. it was seized after sitting for 6 years. i got it unstuck, but cant seem to start up. i have spark, compression. i cant smell fuel, but do have fuel in the carb bowl. when i shoot some carb cleaner in the carb, it starts, then shuts down. i took apart the carb, cleaned it then put it back together. everything looked ok, and not gummed or corroded.

second question is how do i get the lower unit off? it seems as though im stuck on something. shifter?? i orded a manual but it wont be in for a few days.
