93 15hp, still cant start. whats next??

93 merc, short shaft 15.
rebuilt carb, new plugs. have spark, compression is 90 pounds. motor still wont start. what have i missed?
i did break the on/off switch (does this matter?) can the switch be bypassed? i am going crazy.
checked the reeds, and they look brand new. have spark on both plugs. seems like something is keeping the motor from running. it wants to start, but just wont fire.
the parts list doesnt really look like my motor. i am truely confused. the engine looks like this (im trying to find the fuse, but from what i can see, there is no fuses anywhere.
what did i miss?

traced the wires, i have a pair from the handle, and kill switch, a pair going to the flywheel, and a pair to the coils. no fuses in sight

The two going to the kill switch connected together would be the same as having the switch in the run position I would guess.


BUT.


most outboards ive messed with, the kill switch kills the spark. So if you have spark, compression, and its getting gas in the right amount that its not flooding. I would try a little quick start fluid right down the carbs to see if it will start for a brief moment. If it does suspect bad fuel or improper fuel delivery.

I fresh fuel (50-1), and the bowl in the carb is full of fuel. my assumtion is the carb is getting fuel??
it seems like some electrical item.
if i have spark, can i assume the electrical side of things are working? i.e. coils, stator, and the black box looking thing? there isnt much left.
im going to buy some starting fluid today to see.

Yeah if you have spark it should start there is nothing to stop it at that point kill switch wise. The spark may not be enough, make sure its a thick and strong blue spark. If in doubt get a "spark gap tester" the spark should jump a almost 1/2" gap on the tester. Also turn off the lights and crank it in the dark make sure the spark is not escaping the cables. Dont forget there is no lubrication in the quick start fluid, so go easy, dont run it on the fluid if it happens to start while using it by spraying more and more while its running.

Some other things that come to mind is you could just jump the two wires going to the switch together if in doubt. Also check the plugs to see if they are getting wet from gas. My bet is they are getting nothing. If nothing then most likly the jets in the carbs are clogged and they need to be disasembled and cleaned or rebuilt but only after you are 100% you have proper spark.

i rebuilt the carb. i soaked the carb in cleaner, blew it all out with compressor. bought a new needle valve, and reassembled the carb. (getting pretty good at taking this thing apart.
i have fuel in the bowl (lower big bowl on the bottom of the barb). the strange thing is the plugs are not really wet.....
i sprayed starter fluid in the carb...........still nothing. nada wants to start, but wont. i am miffed.
how do you know if the spark is hot enough? if the spark isnt hot enough wont the motor stilll run, just run a little rough?
i have new fuel, 50-1, the primer squirter works, i can hear fuel coming into the motor.
new plugs gapped at 60
stator, pickup and coils all test ok with my ohmeter.
compression is 90/88.
plug wires are nice and soft, no visable cracks on the boot or wires.
new impeller
the motor is basically brand new, reed valves are in mint condition. i bought the motor used, they used it in salt water once, didnt flush it out and stored it for 6 or 7 years. motor was seized, but after a overnight soak, it spun easily the next day.
????? wtf. is this just a anchor or what?
