Do you know your WOT advance degree setting for your motor ?
On my '94 40HP evinrude is 19o BTC. There is probably a 19o BTC sticker on top of your air box.

If you time your motor using Joe Reeves WOT timing method, use 15o, set it just before the 16o mark on the flywheel.
