'93 90hp Mariner 3 cyl Trim switch runs starter

Hello, I have the factory books for my motor, so I rebuilt my startor myself. Now, My tilt and trim switch turns the starter motor slowly. It doesn't kick it up, just makes it spin. I've looked at the book sevewral times. This happens when I connect the wires from the up and down relay to the solenoid. This is what I believe the book suggests. I would really appreciate a color snapshot from a digital camera or just some advice. The red wires I am fighting with are 2 grouped from the trim relays, 2 grouped from the voltage regulator, The 20v fused one that goes to the harness, and a red one that goes to the cowling trim switch. The only other thing I have noticed is that the switch box has no red wire connected. Thanks
