93 evinrude 25 hp tiller manual primer. When taking small primer hose off of the nipple on the top of the carb I am getting pulses and mist from the end of that small primer hose when engine is running. I confirmed the primer knob is pushed all the way in. Seems like this hose will always see pressure as it is t'd off of the hose from the intake manifold on one side and the primer body on the other. Here's some pics. Seems like this will create an over rich condition when running ?
The one pic shows the small hoses from the intake to a t which then continues to the blue port on the primer. From the t the small hose goes up to the carb. Yes I know the hoses aren't fully pushed on in the pics.

Seems to run fine just surprised to see fuel exiting the hose when it's not connected

Next issue is I have to have the idle mix screw turned out counter clockwise about 3 1/2 turns to keep it from sneezing. I cleaned the carb by taking it apart and blowing through all the ports. This is a all metal carb no plastic top with the adjustment on the side of the carb. Compression dead even 120 psi. Both cylinders. No air or fuel leaks.

Not sure if this is an issue I have to have the idle mix screw turned out counter clockwise about 3 1/2 turns to keep it from sneezing. I cleaned the carb by taking it apart and blowing through all the ports including removing the soft plug on the top. I installed the new soft plug on the top and ran some epoxy around the edge of the plug.This is a all metal carb no plastic top with the adjustment on the side of the carb. Compression dead even 120 psi. Both cylinders. No air or fuel leaks.
