'93 Evinrude 9.9 Water Leakage and some other stuff

I just bought a 93 Evinrude 9.9... Replaced the seal in the lower gearcase and inspected the impeller.... Everything looked good, I stuck the motor in a garbage pale and ran it for a while and noticed water was leaking out of the hole that the shifter linkage enters the lower unit... Is this normal or do I need to replace and oring or seal???

Also I is it normal if you get on the throttle and quickly let off the throttle that you get a little wobble? it almost feels like something is out of balance but its only when you quickly let off the throttle that you feel and hear a wobble....??????

If you bring the throttle all the way and slowly let off there is no problems???

Are both of these things normal?

I do have the repair manual but couldnt find anything to answer these questions....
