93 Johnson 40HP electrical?Joe?

I'm stumped. A friend bought a Sheriff's patrol boat with a 93 Johnson 40HP. Had a bad cylinder. I couldn't get the starter bendix drive to work without jumping the solenoid. Tried that and got the bad compression reading and decided to replace the short block. I put it back together with a new solenoid and the starter still won't work. I swapped out another solenoid, tried a different harness, checked all the wiring--it's all were it's supposed to be--and replaced the fuse. Nothing. And to add to the mystery now the tilt/trim won't work. Checked the relays--their getting power--and even replaced one and still no response from the TNT motor. Two problems or one? Solutions anyone?

load test the battery at the auto parts store, i assume you have check the battery cables for nicks, cuts, and swelling. they deteriorate from the inside, and cause resistance, thus the motor don't get adequate current.

Also, you need to remove and clean all connections of heavy cables.

Give particular attention to where the battery ground cable connects to the engine block. If it is bolted to a steel bypass cover, move it to where it is bolted up to the alloy block.
