This is an old post, but I have some insight on the subject for others.
The shifter is designed to be able to travel to WOT in both forward and in reverse. However with my boat in particular the control handle requires more travel than the shift lever at the other end of the cable will allow.
I just dealt with this on my recently acquired 1993 Tracker Deep-V Magna 17 Fish. I could not believe this was normal when I discovered it. When shifting into reverse the handle would bottom out after shifting into gear and would not allow additional throttle. This made it very difficult to control at launch in a river with with moderate wind.
Maybe Tracker felt at the time people should only be allowed to move in reverse at idle speed for their own safety, or over time something goes out of wack causing this situation. Regardless of the reason, here's a modification that worked well for me.
In my analysis I removed the shift cable and discovered when going into reverse I could now continue with pulling back the handle until the throttle would move. At first I thought there was an adjustment needed with the cable in, however the closest I could come to having throttle control in both forward and reverse with adjusting the thumb wheel at the motor end of the cable, was half way in between where I could not get throttle travel in either forward or reverse. Big Flop I learned that I had the shift cable in the wrong hole in the control. The 2 holes are very close together, but there really is a difference. The shift cable should be in the hole closest to the center. In your case this might be all you need to do. In my case, it helped, but not enough.
What I ended up doing is to drill a second hole in the shift lever in the motor as close to the end of the lever as possible, which is above the original hole. Then I mounted the shift cable to the new hole and adjusted the thumb wheel until I had enough travel in the handle to be able to use the throttle in both forward and reverse.
Problem solved. Now I can increase to WOT in forward or reverse if I feel compelled to do so.
*Be aware that the throttle control lever is very difficult to drill through. After drilling out the hole with a freshly sharpened drill, the shift lever was extremely hot from the friction - be careful. Also make sure to catch the metal shavings in a rag.
