Try decarbonizing using Engine Tuner (BRP) or Sea Foam (most NAPA stores sell this). Mix will oil (only if you don't have oil injection) and about 3/4 gal of gas fast idle until fuel is burned, let motor sit without running for 3 to 4 hours, then run normally for about 15 minutes. Recheck compression. If you had a stuck ring due to carbon, the low cylinder will come up. Bad carboniztion may take several treatments. BTW, when you start the motor after the wait period, it's perfectly normal for it to smoke like crazy for a few minutes.
