UPDATE.....
Got it RUNNING ....
You guys were right on....The timing was 180 Degrees off...
Thats what I get for "ASSuming" that the timing would be close..to what it was before I put everything back together.
Thanks to hkeinder ,Rodbolt1.o and All who suggested that I check everything over and over again!

Now clean it out with the SeaFoam treatment and recheck your compression readings.

I would agree. after sitting for so long.. The rings could be gummed up...Seafoam the engine.....let it sit for four or five hour.....I bet your compression comes up. Sounds like she just needs a good SPRING cleaning.
