' 94 200 Johnson Ocean Pro Lower Unit Blistering?

I just noticed the dreaded oil spot on the driveway under the lower unit. Upon examination, I found two "blisters", one on either side of the lower unit and directly opposite each other. These are the source of the oil. What could cause this "blistering" and is there a cure (JB Weld, etc.) short of replacing the entire lower unit?

Was it repainted? Did someone paint over the small vents/drains?

Thanks for the replies... I will have access to a digital camera later this week and I will post some photos if I can figure out how to do so? I am the original owner... no paint.
