94' 200 not peeing at idle

So here's the deal,
A couple of weeks ago i used the boat, during idle the water from the water outlet was sputtering during idle, but a nice constant flow when running above that.
Took boat out this weekend, and no water from the pee hole during idle at all. It would pee just fine during running around, but when you stop and idle, not water just some steam.

I'm thinking the impeller was somehow damaged, not provideding enough pressure to pump water at the lower RPM's, but am not sure.
I plan on changing the water pump out, but what else should i check for?

Was the temp hot?

How long has it been since the impellar has been changed?

Check the thermostats for proper opening!

Not the temp was not hot, can hold hand under pee stream when peeing. If i let it sit in idle not peeing, i'm sure it would get hot, but didn't have a temp gauge.

Impeller was changed last summer, but looked brand new when i checked it out during some other work 2 months ago, but you never know, i might have missed something.

T-stats are history, they have been pulled for a while now.

You didnt by chance, suck any sand up the water intake?

it's possible, but the motors pee fine above idle like when running on plane. Would that point to no sand or debris?

Any other thoughts, i won't be able to check out for a couple of weeks, but would like to have all basis covered as what to check out.
