94 40 hp force blows fuse

My 40 hp force outboard starts and runs fine. When I shut it off the fuse under the cowling is blown. I replace the fuse and the engine will start and run fine until I shut it off again then the fuse will be blown again. When the fuse is blown the power trim doesn't work either. What would cause this? I think it must be in the charging system.

Welcome to iboats.

Why the charging system?

A blown fuse is caused by drawing too much current.

Do any of the wires on the ignition switch get hot?
Are any wires loose?

I checked all the connections on the start switch and under the cowling. I found one loose connection and fixed it. Motor still blows fuse after starting. It doesn't seam to blow it at low idle but doesn't take many rpms.
