96 Evinrude 115 won't rev up

Advice/Ideas please.
Only way this engine will start is with the timing fully advanced. If i try to retar the timing at all engine cuts out.

Start with a compression test.---Post the results.

My cristall ball is not working.----A model # or more history perhaps.----Flywheel hey checked if it is a crossflow model ?
