Fuel appears to be coming out the top of the fuel pump, is that possible or could something else be leaking in there???

Its a VRO. Yes, it can leak from there. The gasket went bad. Some people claim to be able to buy a repair kit for the fuel side. I don;t know, I just sell them a new pump.

About $520 is it leaking out of the fitting or the pump itself. If it's the fittings they use o rings.

Find the part # for the 3 cylinder 65 hp motor ( commercial models from the 1990's ).----That uses a simple $100 pump.--Then mix gas and oil at 50:1 yourself.

Hearing aids are smaller than that and look what they cost!!!! Replacement parts are not priced by their size. They are priced and made available on a demand basis. Outboard motors are not produced in very large quantities compared to cars for example. If you are mechanically handy you can rebuild the pump and perhaps it is just one seal that's leaking. Or, as pointed out, many just convert to pre-mix by installing a fuel-only pump. Big outboard motors (300 HP Merc for example) can easily cost more than a small car and it doesn't even come with a heater.
