I'm putting the started together.
I have the bushing for part #20. What part above the bushing?
The timing cover has a bushing as well.

435294 comes as a complete hardware kit. wave washer is in it, so the pinion has tension on it without flying off. there is no "timing cover" only a pinion.

There is a timing cover with a bushing on these motors !!

gears and pinion shaft bushing yes, but i wasnt aware anything on the starter was referred to as a timing cover

The pinion shaft has a bushing in the timing cover.
