The fuel delivery issue or the issue with fuel coming out of the top of the vapor pump?

Vapor pump I solved.. That was adjusting the float in the VST.

Fuel Delivery issue.. Going to water test it tomorrow and will update. I have a list of things I've gone through I will list them and update.

I never got to water test the boat. When I went to start it, it would not Start.. I was right back to square one when I got this thing.. no fire.. I went back to my original thread http://forums.iboats.com/johnson-evinrude-outboards/1998-115-evinrude-wont-start-613438.html I went back and did the exact same thing and the engine fired up.. I did test on ear-muff and I don’t see any air-bubbles in the fuel line and with a vacuum gauge I am getting 2hg vacuum connected to the built in tank so that looked good. BUT.. I was getting what seemed like a “mis” every once in a while. So went back to make sure that my connections for the coil and power pack were good and once again.. Not Starting

I took it back out again today and it sounds like it's cutting out at high RPM. Initially it will come out of the hole and get up to say 4000 RPM them up to 5000 an it starts.. Sounds like the motor cut's off/on quickly like no cyclinder is firing. Had the wife drive while pumped the primer ball and it really was what I thought was firm. With this and the fact It was not starting, and then starting is making me wonder, power pack? optical sensor?

The vapor pump needs to be working very well, lubricates the upper main bearing. Check the pack output voltage to the primary side of the ignition coil, all six cylinders at idle and at full throttle, boat in water in gear.

How can I check that Vapor Pump?

I can check the output voltage with a DMV? I don't have the shop manual, I unfortunately have clymers and it talks about using a load adapter?

In the manual it say's while cranking should be 100V or more. What should it be at idle & WOT? (I know.. I need to get a shop manual..)
