98 150 tilt manual release

My 150 tilt and trim quit working and I am trying to raise it manually(with the help from a jack) to get it to a shop. The manual release just released the pressure and the engine came down fully. But when I try to force it up manually, it won't go any further up than the posistion it failed at. What is preventing the motor from raising and how do I get it up?

If the motor runs in the up direction, you may be able to "help" the motor tilt by running the motor and lifting the motor by hand. If that doesn't work, you may be able to remove the lower PTT mounting pin, and lift the motor and PTT unit as one.
