98 60 HP ELPTO lower unit

I have a 98 60hp ELPTO that I replaced the lower inner and outer oil seals plus the O ring as they were starting to leak water. After I got everything together and put the prop on I placed it in gear (not running) and when I would turn the prop I get a clicking sound when I turn the prop in forward gear. When I put it in neutral the prop will spin both ways with no noise at all, is this normal or have I overlooked something? When I place it in reverse and try to turn the prop it will not turn at all.

Normal to click in forward when turning prop clockwise.
